By observation, we can assume that they attached the light bulbs to the strings of the Oakland Bay Bridge, with precise spacing. By using a computer or other technological means, they were able to program the LED lights to follow a specific sequence.
*I believe that the amount of people involved in this project was at least 100 people, considering the amount of effort and time being consumed by it.
*Oakland Bay Bridge is a very large bridge, which means that such a project had to take about at least one month to 3 months.
